On Wednesday, April 19, 1978, at about 2255 hours, Kitsap County Sheriff’s Deputy Dennis Allred was shot and killed when he made a traffic stop on a pick-up truck towing another vehicle.

Deputy Allred was on patrol, most likely on his way home, along a stretch of the Illahee-Brownstein Road when he stopped the two vehicles.  A turquoise pick-up was towing a stolen Chevrolet Malibu that didn’t have an engine.  The Malibu broke free from a tow cable and left the roadway.  James Stemkowski and Steve Richards stayed in the pick-up as Nedley G. Norman jumped out when Deputy Allred initiated the stop.  Deputy Allred didn’t call out the stop.

As Deputy Allred was talking with Richards and Stemkowski, Norman walked up behind him and fired.  One round struck Allred in the back.  He fell and spun around.  Norman then shot Deputy Allred in the chest and in the head.   A passing nurse who was headed to Harrison Hospital in Bremerton found Deputy Allred in the middle of the road and used his radio to call for help.

Deputy Allred died at the scene.

Norman was eventually caught and convicted of murdering Deputy Allred.  Richards and Stemkowski were both convicted of second degree murder.

Deputy Allred had served with the Kitsap County Sheriff’s Department for 2-1/2 years. He is survived by his daughter.
